Catalonia didn’t just seek new policies; it wanted to reinvent how they are written. As part of the CatLabs program and RIS3CAT strategy, the Mataró Innovation Camp brought together over 150 “quadruple helix” stakeholders into an unprecedented forge of ideas. Our role as FUTOUR was to turn this heterogeneity into an engine of change. We orchestrated a process that went beyond traditional design, guiding the group through an intense exploration of urban and social challenges. We created a space where collective intelligence translated into an operational vision, building an ecosystem of trust where every voice helped outline the region’s future.
The lab generated four high-impact pilot projects, including the innovative “LaborLab,” capable of creating real employment in sectors like energy efficiency, directly influencing regional policies. We trained 20 new local facilitators, turning a programming exercise into a catalyst for skills and systemic development.
